If you don't know what should you buy on evelynn you have to ask yourself, What am i need? if i have to quick kill enemy's i need DMG, if don't let him run away some slow or Movement speed for me and allies, if they've got cans (lot of armor and resists) some penetration should be useful. if you ask yourself right questions you shoudn't have problems with build

Masteries

In jungle you need a bit armor for easier camps (not always you gonna make only ganks after 3lvl so armor is very important) but always movement speed is helpful. In jungle you have to know if you go gank w8 for passive because with that you can pee on normal wards. Hardly ever enemy's buying vision wards on every lane. if you wanna gank remember: GOOD JUNGLER IS ALWAYS READY FOR COUNTERGANK AND BARON/DRAGON STEAL.
